Economic Lifelines is excited to announce that Keith Browning, Local Road Engineer for the Kansas Association of Counties, will be our guest for our next member meeting on Tues., March 14.
Join us as Keith discusses the effort to promote asset management, and in particular pavement management, to local units of government. He will discuss a basic, spreadsheet-based Pavement Management System (PMS) developed for use by local units of government without the means or inclination to use more sophisticated PMS software. Pavement management for local units of government may be an underdeveloped market for engineering consultants, some of whom are developing (or have developed) cell phone applications to gather and record pavement condition data much more efficiently than manual methods.
Keith will also discuss the changing methods of acquiring federal aid for road and bridge projects for local units of government. The Bipartisan Infrastructure Law (BIL) provides for locals applying directly to the U.S. DOT for grants as opposed to the more traditional method of KDOT administering all federal aid to counties. While BIL provides more federal funding opportunities, many locals are not used to applying for federal grants and all the baggage that comes with it. Keith will also discuss how assisting locals in applying for federal grants seems to be an underdeveloped market for consulting firms.
